How do I turn on the cell connection now?

Good morning. Are you saying you denied the MOVA app permission to use your phone’s local network?
Go into your phone’s Settings, find the MOVA app and tap into it. Inside the app settings, look for permissions and turn on Local Network. Once enabled, the app will connect to your network properly. Looking forward to your reply.
